CIBER City a Mega City Project for Cochin
A Mega City project for Cochin City should come somewhere between the muncipalities of North Parur and Kodungaloor where there is alot of potential for future growth and expansion. The promoters of this project should be CIAL(airport company) and CUSAT(university).It should preferably called CIBER CITY which stand for Cochin Infotech Broadcasting Electronics and Research City. In Ernakulam District it should include parts of Vypeen island,Varapuzha,Puthenvelikara,Chennamangalam,Chengamanad,Manjali,Kottuvaly etc. In Thrissur Dist. it should include the muncipalities of Mala,Azhikode,Eriyad,Karuvapadna,Thekkukara,Muringoor and Kodungaloor muncipalities.The project envisages a self-contained, hi-tech complex with its own comprehensive infrastructure, including power, expressways, telecom networks, desalination plants, biotech parks, special economic zones (SEZs), IT/Biotech parks, industrial parks, hospitals, educational institutions, hotels and amusement parks.This proposed city must be 65,000 acres. The first phase 20,000 acres. It should be an ultra modern city built from the ground up. It should be built by a consortium comprising of Limitless LLC,Macquarie Bank of Austrailia,DLF Limited,Singaspore Jurong Corp and Semb Corp , Al Nakheel LLC which is owned by the Dubai goverment and Austrailias Springfield land corporation. It will become a national centre for IT and supercomputing, biotechnology, artificial intelligence, robotics, high-tech manufacturing industries, export oriented centres, media and telecommunications, tourism and entertainment, medical and health and finance and banking.The project will provide a platform to 500 companies to establish their branches in every field of manufacturing, travel, commerce, financial services, retailing and transportation.It would provide direct employment to 1.5 million people and indirect employment to another million. The project will develop a planned city with a population of 3 million people in 15-20 years. It will become a national centre for technology and innovations, information technology and supercomputing, hi-tech manufacturing industries, software development, biotechnology, bio-pharmaceuticals, advanced research and development, artificial intelligence, industrial robotics, high-tech manufacturing industries, export-oriented centres, media and telecommunications, education, finance and banking, tourism and entertainment, fine arts, medical and healthcare services.will be world-class and self-contained, with wide, international-quality roads, telecom networks, educational institutions, industrial clusters, hospitals and amusement parks.It will be world-class and self-contained, with wide, international-quality roads, telecom networks, educational institutions, industrial clusters, hospitals and amusement parks.The project will cover 25,000 acres of land in the first phase and the remaining 40,000 acres in the second phase.CIBER City will bea huge, ultra-modern, high-tech mega-'township' SEZ that shouldemploy over two million people and havefull government backing and legal green lightsand befunded by a very reputable foreign and domestic investors and feature "Worlds Tallest Structures"( more than just one) Springfield Land Corporation which has been actively looking at the growth of India for approximately two years are the designers of the most successful nodal city on the planet, Greater Springfield in Australia. This project if it materializes will benefit the inhabitant of Vypeen Island one of the most economically backward and most densly populated region in Kerala . Cherai beach in Vypeen Island is also the landing point for 2 submarine cables.Availability of cheap bandwidth through undersea cables and lower operational costs compared to other major cities in India, has been to its advantage. The University of Cochin was established in 1971 for the specific purpose of the development of higher education with particular emphasis on post graduate studies and research in Applied Science, Technology, Industry and commerce. The University of Cochin was later reorganized as Cochin University of Science and Technology (CUSAT) in February 1986. The University’s basic philosophy and goals find eloquent expression in its coat of arms emblazoning the moto “thejasvi nava dhitamastu” which in essence means may learning illumine us both (the teacher and the taught). Starting from 1996- 97 CUSAT became international in student admissions and faculty exchanges. It is strengthening contacts and collaborative tie ups with international universities and institutions and is in the path of growth as a global centre for generation of new knowledge in frontier areas of learning. CUSAT has entered into academic collaborations and exchange programmes with many notable institutions across USA, Europe, Russia, Japan, France, Korea etc. Much to the delight of its shareholders, the Cochin International Airport Limited (CIAL) has become a ‘zero debt’ (debt-free) company during the financial year 2006-07.The company has registered a gross profit of Rs. 44.4 crore during 2006-07 as against Rs. 38.8 crore in the previous fiscal, thus registering a growth rate of 15 per cent. The net profit rose from Rs. 31.78 crore to Rs. 37. 19 crore. The passenger movement through the airport increased to 26 lakh, a growth of 27 per cent compared to previous fiscal. Flight movement registered a growth of 32 per cent as 31,000 flights used the airport during the period. The income from duty free shop registered a growth rate of 48 per cent, as it rose from Rs. 22 crore to Rs. 32.5 crore. The duty free shop now accounted for 30 per cent of the total income of the airport.The CIAL success story has already become a casestudy for professionals at the Harvard School of Economics.The Sri Lankan government has also approached CIAL toreplicate the Cochin model for them.Giving a boost to industry-academia joint ventures, Cochin International Airport Ltd (CIAL) will throw open the doors its proposed aviation academy to students of Cochin University of Science and Technology (Cusat) from next academic year. The aviation academy is part of the Rs.600-crore hangar facility coming up at Nedumbassery. From simulators to machine rooms and lathes, it will have state-of-the-art facilities matching international standardsCIAL and CUSAT with their expertise would be the ideal promoter of the consortium of companies to build this megacity project.CIBER CITY would also be ideal for those who went overseas to come back to because of all of the modern amenities that it would provide in addition to taking into consideration the number of Keralites working and settled overseas who are longing to come back home. It would be easier for them to readjust coming back to live in a township like this.

KOCHI: Ever since the State government signed the agreement with TECOM for the Smart City Kochi, several such proposals have been pouring in from across the globe, Chief Minister V.S. Achuthanandan has said.
He was talking at the foundation stone-laying function of the Smart City, a self-sustained industry township for knowledge-based industry, held at Kakkanad near here on Friday.
“Discussions are on with several investors who have approached the State with similar projects in various districts,” he said.
Mr. Achuthanandan said that after the public sector IT projects like the Technopark in Thiruvananthapuram and Infopark in Kochi, Smart City Kochi was a new initiative with private-public participation.
He said that with the project set to bring in several thousands people in the next few years, the traffic congestion, which is already a bane of Ernakulam district, would become more serious.
Amenities planned
“We will have to think of trains and overbridges over water bodies to get over this problem at the earliest. Several suggestions are before the government. A decision will be reached after studying them and holding discussions with the authorities concerned,” he said.
He urged the Smart City authorities and the government officials to work sincerely for completing the project in a time-bound manner. Earlier, he inaugurated the function by lighting a traditional lamp. Mr. Achuthanandan unveiled the foundation plaque along with Farid Abdul Rahman, Executive Director of Smart City.
Smart City, a joint venture company promoted by TECOM Investments and Sama Dubai, will develop Smart City Kochi in association with the State government.
Ahmad Bin Byat, Executive Chairman of TECOM, who was to attend the function did not turned up, as his flight could not take off from Dubai owing to technical reasons.
Hub of excellence
Reading out the speech of Mr. Byat in his absence, Mr. Rahman said that Smart City envisaged making Kochi a hub of excellence for knowledge-based industries. “The exponential growth enjoyed by India’s IT and IT-enabled service sectors, and the continued foreign investment interest, adds to the promise that Smart City Kochi holds,” he said. Smart City Kochi will be a significant part in the network of knowledge-based industry townships we are seeking to develop across the world, he said. In his presidential address,
Minister for Fisheries S. Sarma, who is also the Chairman of Smart City Kochi, said that the project would provide the Malayalis who had proved their skills in the global IT arena to work in their home State.
The project will be set up with an investment of $ 350 million and will have a built up space of 8.8 million sq.ft.
Ministers C. Divakaran, N.K. Premachandran and Mons Joseph and MLA K. Babu offered felicitations. Jazia Mohammed, Marketing Director, TECOM, was present. MLAs, MPs and local-self government heads and officials also participated.
Chief Secretary P.J. Thomas welcomed the gathering and District Collector A.P.M. Mohammed Hanish proposed a vote of thanks.

Big IT projects may help State catch up with front runners

KOCHI: Even as the information technology (IT) sector in Kerala is expected to cross a milestone this year, when software exports surpass the anticipated Rs.1,000-crore mark, it is looking to mega projects, such as the Smart City, for which the foundation stone was laid here on Friday, to catapult the State into the league of front runners in the country’s software and services export arena.
The State’s software exports during 2006-07 totalled Rs.750 crore and this year (2007-08), the figure is expected to touch Rs.1,200 crore, said Ramesh Kumar, Director, Software Technology Parks of India, Thiruvananthapuram.
The exports increased by 66 per cent during 2006-07 from the Rs.452 crore of the previous year.
When seen in a broader regional perspective, these figures are dwarfed by the huge strides that the neighbouring States in the south have been making on this front, say industry observers. But Kerala compares favourably with these States when it comes to the growth rate and has outstripped by a wide margin the 32 per cent growth in exports recorded at the national level during the year.
And the further development of the Kerala IT sector will be of a different order from what has been witnessed so far, given that several big projects are being planned or are in the process of being implemented in various parts of the State. Kerala has so far never seen so many IT projects in the making at one time in both the public and private sectors.
Kochi will also eventually emerge as a major player, though it accounted for only a quarter of the State’s software exports during 2006-07. Units in Kochi, excluding those in the Cochin Special Economic Zone, accounted for only Rs.186 crore of the total exports of Rs.750 crore. And Technopolis, the IT Park located in the zone, was able to garner exports totalling Rs.17.45 crore, said Thomas George Muthoot, managing director of the Muthoot Pappachan group and Technopolis.
The export figures had already gone up to Rs.30.91 crore till October this year as more units had become functional at the park.
Big players
While the ground has been cleared for the execution of the Smart City project, Wipro, IBS and TCS are among the companies strengthening their presence in Kochi’s Infopark, even as L&T and the Leela group are substantially adding to its infrastructure in terms of built-up space.
Several other big projects, such as Technocity planned in Thiruvananthapuram, are in the pipeline. Private players such as the Muthoot and Leela groups have come up with their projects on the IT front, apart from Sobha Developers, which is to build a high-tech city in Kochi. That several companies have either ramped up their operations in the State or are setting up dedicated campuses in Infopark and Technopark in Thiruvananthapuram will help in pushing up software exports in the near term. Companies such as IBS, NeST, Case Consultants, Tata Elxsi, TCS and Infosys figure among such companies in Technopark, which is in an expansion mode.
Among the districts, Thiruvananthapuram continues to account for a major chunk of software exports from the State. The units in Thiruvananthapuram accounted for a whopping Rs.557.8 crore of the total exports of Rs.750 crore. And Technopark continues to retain its pride of place as the IT park which has contributed the most, with its units having earned Rs.520 crore by way of exports.
However, in terms of export volumes, Kerala has a long way to go to catch up with its southern neighbours. Karnataka, the State that leads the IT race in the country, notched up exports totalling Rs.48,700 crore during 2006-07, while Tamil Nadu earned export revenues amounting to Rs.20,702 crore. Andhra Pradesh had exports of Rs.18,582 crores compared to Rs.12,521 crores the previous year.
Kerala will look forward to big projects such as Smart City to help it achieve the quantum leap required on the IT front in the long run to place it on an even footing with some of its southern neighbours.
